Definitely worth a read, but I'd like a better headline: "what is the best policy mix to reduce emissions."
The BLUF of this article is that holding standards for averages for fleets means that when more electric vehicles are used in one area more polluting ones can be used elsewhere. Thus it is not the electric vehicles causing the increased emissions, it is the rules.

Agreed. Ars Technica is notorious sometimes for their "click bait" style headlines. I agree that we need to figure out a better way to add electric vehicles into the mix of emissions standards.
