I wonder if this will be expanded to include all those GIs that had to burn s**t barrels in Viet Nam??

I think the VA will try. But I also think the VA is in too much disarray to properly help these people. Congress should extend VA benefits to encompass all hospitals, not just the ones run by the VA. Then those hospitals send the bill to the Va.
