UC Berkley didn't invite the guy, but they allowed the student led organization to invite him to speak. School officials having authority over what activities happen on campus could have said no in concern of protests turning violent and have it moved off campus. That is the most action you can expect from any University/College administration.
As for CPAC, they should be embarrassed but seeing snippets of other items on their agenda (unsubstantiated leaks of course) for briefing and discussion, Milo's disinvite will most likely be quickly forgotten. This story is just a good laugh for now.

Why would they be embarrassed? This guy Milo Yiannopoulos is a loser and a racist.

You're right. For the losers and racists within the CPAC, they wouldn't be embarrassed.

Did those "colleges"/student groups cancel on him before he attempted to give his speech? I'm sorry but this is a dumb comparison. This is not a free speech issue, it's a consequence of free speech issue. If and when you say stupid things, fewer people are inclined to invite you to speak with/for them. As most conservatives will say, the right to free speech is not a free pass to say whatever you want without consequence.

interesting...
it's a shame they cant shut down the Anti American propaganda Preaching Schools of Stupidity...
But to shut themDown would be Un American...
Maybe California will Succeed and then we will not have to support that Bunch of Progressive and Socialist Training Schools...
then we can ban the students and Faculties... as foreign and Potentially Dangerous Operatives...
