It is about time we treat these threats seriously. China, N. Korea, Russia offensive use of cyber was cleaning our clocks. Just with OPM breaches alone profiles can be created of the entire classified work force and it is a matter of picking targets.
We have had both our hands tied behind our backs for too long.

Agreed sir. With GEN Milley taking over the Joint Chiefs, I think we would be taking a huge step in the right direction.

On the defensive side the DoD Information Network (DODIN) biggest problem is size. First, the DODIN is so large that it has a huge attack service area. A 1% patch failure rate means more vulnerable endpoints then most organizations have total systems. Secondly, updates -- especially hardware -- is a constant struggle. By the time you fully deploy version 11, version 12 is nearing completion of engineering, and version 13 is in planning.
