The allies watched the Spanish Civil War from afar and made a discovery that everything they knew about war was invalid. The Germans introduced total war to the Spaniards and it reaped dividends as lean forces overcame superior forces. The plan was pretty scary as UP TO NOW, Germany had been training like everyone, looking like everyone, etc. So it was a shock to MI-5 and MI-6 when Germany showed up with Stukas, forward air control, etc. So Britain took stock of Germany's performance and realized it could not fight the Germans the way they had been training to and guarantee a win. So the British evaluated Germany's performance, tweaked it accordingly and realized they needed more aircraft. WAAAAAAAAAAY more aircraft.
So the "appeasement" was a ruse to buy time. Nothing more. Was Chamberlain wishy washy? Hard to say. He was given a job to do (stall Hitler) and he did it. Maybe not the way secret Britain wanted, but he got the result. Had Britain gone to war in 1938 (Britain was actually friendlier to the Czechs than to Poland), they'd have been routed by Christmas. Britain went to 18 hour work days and tripled Spitfire and Hurricane production. By May 1940, this proved to be a lifesaver.
