Decentralize The Air Force For High-End War: Holmes

An interesting concept that could come in handy during a massive conflict. Individual theatres have their independence & need only report activities back to CENTCOM. Of course, full de-centralization wouldn't really work because the bigger picture plan would need to take precedence.
