"Honesty is the best policy" is what we learnt from our parents since childhood.
"Thou shalt not lie, cheat or steal; nor shalt thou allow others to do so". This is what we learnt in Church, from the Bible and in the Army Officer Code of Conduct, and in our Oath of Office in the Army.
Then; using fake charges, soldiers and officers are eliminated from service in the Army. Trials and inquiries are a facade only; behind such facades is evidence that proves beyond any doubt that trusting leadership is foolish and imposes a cost to self and society.
Therefore; why trust others whose honestly and integrity can be questionable at best; why impose financial burden on society?
