Thank you, my friend PO1 William "Chip" Nagel for posting the unsurprising perspective from publicly funded NPR. Of course the actual negotiations and subject matter are highly classified and the current stats us highly classified as well.
Most likely the USA, China, Russia and other interested parties have been in talks with North Korea for some time over nuclear issues and other issues. Korea's biggest enemy is Japan which is our ally. Since we have forces based there and for many other reasons we have been monitoring the North Korea launch capabilities for decades, in all probability.

The history of 3 generations of family leadership of North Korea indicates they are unwilling to hold to any deal. Their negotiations are designed to get something more from us and once they have it, they will again pursue what they had previously forsaken for the next thing they want. They simply can't be trusted
