Did this Navy chief deploy her security team without magazines for their weapons?

In my view CW5 Jack Cardwell, this Navy chief was derelict in duty in a number of ways and should be held accountable... She jeopardized the safety of the ship and its crew!

Hmmm. There's a lot left unsaid here. When I was still afloat, we had our own internal security teams, and our own response lockers and armory. I cannot recall if there were ships that were not similarly equipped...or how these procedures applied to USNS vessels, though I assume it's possible these do not carry their own small arms stores. Did the team board "dry" on purpose, by oversight, or under orders? Hard to say. Little shocks me any longer...but I'd hope the Chief wasn't solely to blame for this one.
