the Army and Air Force were both tasked to build an air field to conduct operations. The Army put people in tents, and fed them MREs and built the runway the maint. facilities and the tower and ran out of money, but they were launching aircraft.
the Air Force built the barracks, the PX and Officers Club, the hospital, theater and Air Conditioned mess hall. They also ran out of money.
Both went to Congress for more money. Since the Army was launching aircraft, congress said that tents were temporary wait till next year, Because the Air Force needed that money for a runway and tower and maintenance facility for the mission to be accomplished.
