That is disturbing news but it is not very surprising IMHO CW5 Jack Cardwell. It takes a long amount of time to conduct longitudinal studies to establish cause and effect for cancer which it itself takes time to develop. I am glad the cause and effect was established and water is being tested for potentially harmful levels of perfluorinated compounds,

1. In all, 25 Army bases; 50 Air Force bases, 49 Navy or Marine Corps bases and two Defense Logistics Agency sites have tested at higher than acceptable levels for the compounds in either their drinking water or groundwater sources.
2. In 2016 the EPA established a new, lower guideline for acceptable levels of PFOS or PFOA levels in water supplies: no more 70 parts per trillion. While the EPA did not make the guidelines enforceable, DoD decided to test all of its locations and work toward complying with the new standards.

It is a good sign that DoD was proactive and initiated the testing of water across the DoD.

Military bases are not the only locations that have this type of contamination. Check 'any' long established state, county, or city 'road/vehicle maintenance facility' area and you will find the same types of contaminations. Try checking the areas around some manufacturing facilities, not just the areas immediately near military bases.
This report tells us nothing that we did not already know. The exact same reports were made 20 plus years ago, this is just another example of governmental waste in creating and reporting AGAIN on a known and previously studied and reported problem.
Knowledge of this and associated studies AND remedial actions have been going on for more than 40 years, that is why at least one company dumped PCB contaminates on the roads and roadsides of Fort Bragg, NC. This occurred in 1978, the reason that it was found so quickly was two-fold, besides the discoloration of plant life, etc.; but the primary reason, Ft. Bragg along with then Pope AFB and Camp Lejeune and Cherry Point were under EPA investigation for soil and water contamination. I will state this again - the year was 1978 - that was 40 years ago.
