The "chickens have come home to roost" from sequestration SFC Joe S. Davis Jr., MSM, DSL. The Army was exercising due diligence in an era of fiscal constraints.
1. The installation management activities are much less sexier than war-fighting and the funding has been focused on the war-fight.
2. DoD construction is a 7 year process which has means based closed by the BRAC process have building built on them after the BRAC.
3. Fitness centers are okay; but, installation security, firefighting and roads and maintenance should be higher priority.
4. Post exchanges "profits" were intended to augment tax-payer funding for MWR programs in the past. I expect that happens still but am not certain.
Typically Todd Weiler wrote to the Army about minimum standards for MWR NOT adequate or let alone sufficient standards "The DoD minimum [taxpayer] funding standards were established in close coordination with Congress to ensure that the Military Services provide at least a minimum level of MWR programs, and to prevent Service members and their families from bearing costs that should be borne with [taxpayer funding].”
This come from the administration that has limited pay raises to all ranks to no more than 1.6%. Lower ranking service members families need food stamps to get by in high cost-of-living areas and Weiler has the nerve to state "to prevent Service members and their families from bearing costs that should be borne with [taxpayer funding]." I expect he is clueless like many in this administration about how their policies actually impact working families.

Yes they still spend millions of dollars on needless expenditures LTC Stephen F.. Naval Station Newport spent millions on new gates throughout the base yet they closed them all with the exception of two within six months. This money could have been spent more wisely in other areas but no, spend it because you can or you'll lose it. That is foolish thinking.

Everyone acts all appalled when they want to cut MWR, but installation services ("the Garrison") is the kid with glasses that gets beat up for his lunch money every time things get tight. It is BS and continually has to be fought against with opponents in congress, the beltway, and sometimes with in. as a former Garrison Commander, I urge everyone to rail against this by USING these facilities and programs. If you don't want something anymore, say so, so the focus goes on the most important programs. ICE and AFAP are your avenues.
