Has anyone seen the new DODI 1020.03_Harassment Prevention and Response in the Armed Forces? What do you think about it?

BLUF: With the approval of DODI 1020.03, effective 8 Feb 18, tacking on stripes is now considered hazing and is unauthorized on/off duty in official/unofficial capacity and with actual/implied consent from the victim.

From DODI 1020.03_Harassment Prevention and Response in the Armed Forces

"Hazing is...
(1) Any form of initiation or congratulatory act that involves physically striking another person in any manner or threatening to do the same;
(2) Pressing any object into another person’s skin, regardless of whether it pierces the skin, such as “pinning” or “tacking on” of rank insignia, aviator wings, jump wings, diver insignia, badges, medals, or any other object; c. Service members may be responsible for an act of hazing even if there was actual or implied consent from the victim and regardless of the grade or rank, status, or Service of the victim.
d. Hazing is prohibited in all circumstances and environments including off-duty or “unofficial” unit functions and settings."
