Why not simply scramble cell phones and other devices in these places, or make it so there is no public wifi. Then you are assured compliance.

Ok, so the vulnerabilites of the cell phone is one of the ways we tracked associates of Bin Laden ,and eventually located him. So how do we not understand that someone could identify one of ours and track them, eavesdrop on communications, and plan things based on this surveillance. If 22k people(according to the article) cannot go 8 hrs without communicating with family then something is wrong. I've had to go weeks at a time with out contact other than a letter while in the Army before cell phones . We need to use a little common sense and understand that security is most important especially at the pentagon.
