Does the US Navy have a strategy beyond hope?

I agree that the Navy has problems that need addressing. But this is nothing but a thuggish hit piece by a biased author. (I don't mean you, ET1. I mean the article author.)

Hopefully this is a case of not showing our hand. It would be a bit frightening to think our blue water Navy was outmatched by China. I think China's strategy for the South China Sea is probably bolder than we care to deal with, but I hope there is a plan before we appear too scared to patrol in international waters.
