Some would argue that she saved Hewlett Packard. HP was on the brink of disaster when she took over and what survived was the viable portion of the company. Sadly, the government hasn't learned that lesson. Too often the political hacks in DC prop up bankrupt companies with tax dollars and leave the managers in place who led them to the brink (think GM). They run bureaucracies the same way and we're left funding agencies that serve no good purpose (think NASA which has the same budget as when they were financing moon shots and manned space programs with Shuttles although today their mission is to include Arabs in the space science community)
