Unfortunately he's not wrong. Quite a few military and civilians have been caught "misappropriating" funds, committing fraud, rigging contracts, etc.

I know for a FACT it happened, and at ALL levels. As a young PFC I watched my PSG and PL take several hundred thousand cash from a house we raided and divide it amongst the platoon. Two other men and myself said no way and ended up doing crap details for a good while. Our BN level took home MP5SDs and other high dollar weapons home with them by simply carrying them onto the aircraft. Customs didn't know that an infantry unit was not allocated these weapons, but they were in the Army's inventory. Gold, Silver, Jewels, whatever. All sent home from the big hubs and nobody cared.

So yes, Soldiers, Airmen, Marines, Seamen, they all took a lot of money from Iraq in one way or another. Likely in the hundreds of millions of dollars.

During my time in the Army I have seen a bunch of crooks. A radiologist ordered the enlisted personnel under him to sell Amway. A clerk in purchasing order his family a flat screen TV when they went for $6,000.00 a pop and all the audio components. Unfortunately / fortunately he was on leave the day they arrived. Another soldier in Iraq found trailers full of US currency left by Sadam. They grabbed a few $1,000.00 and hid it. Unfortunately/ fortunately the cash was very well inventoried and the loss was recognized. The area was staked out and the troops caught. Another sad one was a senior NCO got caught smuggling deer antler into Korea. He threw away his integrity, military career and retire for a few grand. There is a lot of larcenous souls out there!
