LTC Eugene Chu - You are correct. For almost 30 years Social Security collected more than it spent. In 1983 Congress decided that the excess was invested in special government bonds that pay a stated rate of interest and have to be repaid in full at maturity. Interestingly, Social Security wasn't taxed until Congress made it so, also in 1983. At that time, the Senate was controlled by Republicans, the House by Democrats and the White House by President Reagan.

LTC Eugene Chu - Someone needs to fact check FactCheck. My claim has nothing to do with Feingold. It is based on the fact that looting the Social Security Trust Fund, moving its "excess" into the general fund began under the Administration of LBJ and the "unified budget" that allowed mixing of funds
