You mean the ones hooked on the drugs and OD'ing? or the ones helping distribute them? Or the ones helping smuggle them in? or the ones enabling them all?

I am vary anti drug (militant anti) My mother was a drug addict, she did drugs while pregnant with all three of her kids. We all have some health issues but were for the most part lucky.... except no one knew about the little brothers heart issue, and when he did the drugs my mother supplied him his heart exploded in his chest and he died. I had moved out when I was 17 to save myself from her. Sadly I will always regret not saving my brother and sister. She blamed everyone and anyone but herself. She blamed the drugs found in the house by the cops on him, to save herself. She ended up dying from cancer and Hep-C caused by her drug use.

I have Little sympathy for drug users, sellers, transporters, or enablers. Want to see the end result of Drug use watch this, then tell me you have sympathy for those that enable / push this toxic crap. (I am very cool with killing drug runners and sellers)

You want to lower drug use go after the demand and the supply will dwindle. War on Drugs is a proven failure in America all it accomplished is having a huge prison population. In Mexico the you have cities and blocks turned into war zones. The Philippines is heading in that direction also. Basically they are throwing money into a situation that doesn't work.
