That is very interesting as Arte Johnson used to say on laugh In SFC Joe S. Davis Jr., MSM, DSL. Since there are many bad guys and gals out there and enough rogue nations working to develop improved IED, VBIED and maybe even shoe IED explosives I am curious about the what the IG expected to find. Hopefully the counter-IED technologies are not employed singly but rather are employed in groups depending on scenarios and threats.
In a real-world terror environment the following paragraph was laughable it it wasn't serious "Pentagon regulations required assessments of the counter-IED equipment and its effectiveness within three to six months of the gear’s fielding. But for some of the JIDA initiatives, the military services and combatant commanders failed to provide sufficient data to determine whether those counter-IED efforts were effective."
In order to really test the effectiveness of counter-IED efforts, actual IEDS needed to be used by the enemy is a reasonable proximity to where the equipment and/or trichology was present at the time of the IED attack.

When cutbacks are made in a combat zone priorities must be established. Bean-counters are not a very high priority when lead is in the air.
