I feel like this was done with a lot of agencies back during the war on drugs. I'll dive into this deeper when I get a chance.

Fundamentally, I think the Administration's strategy is to take guns, ammunition, and the accouterments of "war" out of the hands of private citizens by buying as much as they can. Scarcity will then drive prices beyond the reach of most. Inasmuch as they can't get Congress to budget this they are finding wiggle room in the existing budgets of all agencies without regard for their need for these items.
