You couldn't do it. You'd end up with one representative for 5000 people and another representative for 500,000 people.

SSgt Christopher Brose - Not really when it is a proportional grid. The only problem then would be to bring it into compliance with the Voting Rights Act. For a state like Kansas, not too much of a problem at the National level, but can be an issue at the state level.

SSG Robert Webster - Since the last ruling on the VRA unless clear racial bias is shown it would not be a problem. In this case the intent was just too obvious o for even extremely conservative Justices to ignore
