I am a strong supporter of restoring "balance in the force" when it comes to the ratio of GO to soldier. However, having experienced operations in that country from tactical to strategic, I also acknowledge the cultural implications when dealing with Iraqi leadership and politicians as well. Their military leadership do not enjoy conducting themselves with those of lower rank. It bruises their ego or it is just another cultural aspect (that bruises their ego). 21 does seem a bit excessive though!
