That is what the FBI has been saying all along. Given the CIA's track record over the past two presidencies, any speculative conclusions they arrive at should be considered dubious at best. Ask GWB and Colin Powell. To risk international relations with Russia on speculative conclusions as to their interference is madness. Stop with the finger pointing and fix the problem instead of trying to recast the election.

Even if they did do it with intent, I still maintain that it wouldn't cast in doubt the election results. It seems like almost every group that interacts with us is trying to sway public opinion in one way or another when it comes to elections. That's nothing unusual and if the Russian government did it for that reason they would only be one of many such groups.

Obama open mic slip: 'After my election I have more flexibility' - YouTube
On Monday while President Obama was taking part in a global nuclear security summit in South Korea, he was caught on tape asking for Russian President Dmitry...
SPC Kevin Ford - Agree, just as we do in theirs. I doubt that I need to give examples. Don't get me wrong, Russia does not have our interests at heart, but the past eight years they have pretty much gotten their way without any reaction from the USA or the UN to any degree, so why would they go with an unproven element?
Maybe something like this?

LTC (Join to see) Does it really matter when it was done or that it was done? Even if it's true that Russia did this to help TRUMP...what really occurred? Emails were EXPOSED which told the TRUTH about Hillary and the DNC....was anything exposed that WAS NOT TRUE???? SO if anything, how can the TRUTH be used against TRUMP? He did not breach the security of the UNITED STATES by using a private server for OFFICIAL top secrete and classified documents. HE did not get with CNN and get the questions for the Debates BEFORE hand to share with Hillary so that she could be WELL PREPARED to respond to questions in the debate. EVEN if RUSSIA really did do this and even if RUSSIA did it for the Reason to help TRUMP....TRUMP did not do anything wrong and furthermore ONLY the TRUTH was exposed....so how does this make it a reason to oust Trump and let Hillary be the victor? It will only prove to us all that THREE WRONGS make a right...What is our country coming to? We have NO DIGNITY or HUMILITY....and we certainly have not been adhering to what our STANDARDS are and should be. SHAME ON ALL of US if we let this happen. SHAME ON HILLARY, the DEMOCRATS and ALL OF THE MEDIA...and everyone on the HILL!

If I'm reading this correctly we are not disputing that the Russians did it, only why they did it.

I think there is enough proof that it was Russian hackers, question is was it state sponsored and seems to be a question of intent.

Yeah, it's pretty confusing for some.
According to Reuters, the so-called overseers of the U.S. intelligence community as it supervises the 17 agency-strong U.S. intelligence community, the Office of the Director of National Intelligence (ODNI), while not disputing the CIA’s analysis of Russian hacking operations – something which would be unprecedented for the US spy industry and would telegraph just how partisan and broken the country’s intelligence apparatus has become – has refused to endorse the CIA’s assessment “because of a lack of conclusive evidence” that Moscow intended to boost Trump over Democratic opponent Hillary Clinton.
As Reuters conveniently notes, the ODNI position could give Trump fresh ammunition to dispute the CIA assessment, which he rejected as “ridiculous” in weekend remarks, and press his assertion that no evidence implicates Russia in the cyber attacks.
