WOW...whoever was on duty and let him pass has just bought an Article 15 at the minimum...the guards on the flight line and the personnel on the flight line that let him get close to those planes without a line badge are in serious stuff as well. UNBELIEVABLE.

Not at our base. you have to be sponsored on and they do a quick background check with drivers license, insurance, registration and if you come back hot with a warrant or a record they detain yo till the local leo's get to you. Most, not all, but most active duty bases are pretty strict especially when it comes to the flight line and aircraft. Reserve and guard bases not so much. You cross the red line and you "should" get jacked. If I am correct this is a reserve base but with those aircraft, they should have a closer net than that.

When I was at Seymour Johnson AFB back in 1993 we had a group of people come down the Snake River on rafts to infiltrate the base they damaged an F-15E but were taken down pretty quickly as we were all camped out on the flight line with our birds for an exercise.

Not that easy. There are all kinds of ways to get into most bases with just a Drivers License. I used to perform Red Team assessments for the AF which required getting onto the base through other means. This kid claims he used the CAP essentially as a sponsor to get in.
I'm also not so sure he was within the marked off restricted zone from the pictures. It actually is possible to get pretty close to these Fighter aircraft without crossing into the restricted zone.
I've been to Homestead several times and I can see how it can be possible to get in without credentials. Homestead is a shell of the major base it once was before Hurricane Andrew destroyed it.
