Its for sympathy attention. Look at all of the other news stories they use young pics to portray the "victim" mentality and make the law enforcement the bad guys. There is no more personal responsibility being taught in our country.

A motor vehicle can be used as a deadly weapon and in such cases when someone is trying to run down a law enforcement officer, the officer is justified in using deadly force to stop the threat. However, merely driving a motor vehicle, even while fleeing, is not grounds for use of deadly force by law enforcement unless the officer is in imminent danger. The dash cam video clearly shows that the cop was never in any danger of being run over, so the cop was not justified in using deadly force. The city was right to settle because this is clearly a case of wrongful death and the cop who fired the shot should be criminally prosecuted.
