This tanker pilot's vote would be for a combination approach...Blended Wing Body coupled with some DRFM EW gear to spoof or displace the radar's displayed location from the actual, along with some RWR gear, chaff/flares and perhaps even a launch-able drone with a tanker radar signature. If you seriously wanted a penetrating tanker, you'd also have to change how the boom is controlled, or as soon as you dropped it, you'd have a good size return from the boom's ruddervators.
