Can’t seem to pull up that site. Based on the URI i’d say it has to do with with the ‘rare earth’ elements.
These are strategic materials used extensively in exotic materials, ceramics, computers, and other high tech.
When last i looked the majority were found in South Africa, Russia, and place generally unfriendly to us.

Sounds like source for a good chunk of AF Times article. Interesting that China has around 30% of worlds source but controls over 90% of the market. Suppose that at some point it made sense for US to preserve its reserves and buy but other articles I've seen indicate there is significant manufacturing involved in getting the marketable RE products. China has developed that capability while US has let it go fallow.
