Computers aren't magical. They can only do what they're told to do. In other words, the programmers could influence the drawing of boundaries just as those that are drawn by human agents. Thus, we will always be faced with the Gordian Knot of defining "What is fair"?

What would be nice would be to draw the district based ENTIRELY ON POPULATION without regard for race, political affiliation, gender, religion, ethnicity, sexual identity, income, or in the case of Chicago corporeal existence.

Not once the politicians got their hands on it... an Expert System wouldn't be able to manage the exceptions

Gerrymandering has been an issues ever since voting districts were established! A district with the smallest possible perimeter would be fair. I detest districts that wander and extend in different directions!
