If the ship's radar systems were in a "degraded" condition, then there is more to this than just fixing them. Like, what extra precautions were being taken by the ship while navigating about the ocean, much less in high traffic areas? This requires a command level response to ensure the ship is taking all appropriate actions to prevent something like this.

It is a time for INCREASED vigilance by everybody even remotely responsible for anything having to do with navigation. From lookouts to the division responsible for the faulty radar systems.

Yes...the blame is wide spread, here. Ultimately, the CO is directly responsible, but the blame is far and wide, above and below the CO.

Okay, I understand that the Defense Attorney has a job to do but does he really understand how radar systems work? How technicians or the ETs maintain the ship's radars?

I have to admit it has been many years since I worked on any Rarar or even Communications Equipment but there were things we always did to make sure our equipment was working correctly. One thing I did was look outside and see what was around and then compare it to the radar picture. If there were discrepancies, I knew I was not done with the repairs! Was there no pride in the work or was there some other problem?
