I don't know? But my heart hurts for that dilimma. I love my pet and he is treated like a child. But, I made the choice to consider him a child when I adopted him on December 13, 2015 starved and cold.

I feel the same way. I can't imagine why someone would leave a dog chained to their doghouse knowing the water would rise so high.
