The motives of using chemical attacks on one's own population is not usually because things are not going their way in battle but instead to terrorize and cow the population.

Saddam could easily have crushed the Kurds too, but he used chemical weapons. Despite having just lost the fist Gulf war, despite possibly provoking the UN again, despite the fact he could have easily crushed them. It wasn't about winning militarily.

Often extreme measures are taking by the loser. The US use of a nuke has some people thinking it was used due to the high cost of US casualties. Do you think a country will start a war with a nuke if they believed they could win without it? A country that is in a weak position would use it to win. Currently, Syria was wining against the rebels. Why bring bad ju-ju when you do not need it.

SSgt GG-15 RET Jim Lint - "Why bring bad ju-ju when you do not need it." The assumption in there is that Assad felt he didn't need it. He was dealing with multiple spontaneous uprisings. The Russians had to come in to help him out but won't be there in force forever. Likely many of these groups were not destroyed; just disbanded, split up or otherwise not combat effective but still present. Assad is looking at years or decades or continued low intensity conflict at least. Well that is unless unless he can cow the population and the best time to do so with chemical weapons is when the Russians are still there to hide behind.

meee tooo, We kicked dirt on the evidence that showed Iran, not Iraq, was responsible for gassing Halabja. Let's not attack anyone until we find out. If it is Syria the probable source would be Russia.
I would also like to see Congress approve or disapprove any military action.
