Diversity for the sake of diversity, isn't always the best thing that can happen. Not everyone can manage people, govern a town, or code software, or throw a pass, or sink a put, or design a house, car, or airplane There is currently debate whether or not a male feminist can represent a woman, because some women are saying men need to step aside simply because they are men.
Demographics added to a diversity quota could do more harm than good. Statistically speaking, if the black population is 13% of the total population, you cannot have parity with all other ethnicities in all areas; politics, schools, workplace, neighborhoods, etc across the entire country. There just isn't enough population to have government mandated quotas and artificial parity. Based on the current demographics, it is statistically possible to work or live or go to school in areas where certain demographics just don't exist and that doesn't make that local populace bigoted, it's just a statistical anomaly based on a census.
Now, on another topic, why is the black population only 13%? Ask PPH why they abort more black babies than any other ethnicity. Then ask yourself, if black people weren't aborted more often since Margaret founded PPH, how large would their population be today? If you want real parity and wonder why there isn't, these are the questions that need to be asked.

This has a lot of correlation to the ethnic makeup of the districts they represent.
As America changes, so too will the make up of Congress.
