a Bit of an Old article...

I am not sure how the rest of the nation deals with these problems. But in Nebraska school districts are responsible for all schools in their district. In larger cities the Board of Ed distributes money to schools. So poorer areas get the same funding per student as richer areas. My problem with this system is simple. Too many administrators. Too much money spent on the top 10% and not enough on teachers.
As for the special needs kids there are programs available to help them. They are trained in areas that fit their needs and to be able to be effective workers in the community.
