Thanks Dale, There are officers in the military who have dishonored their rank such as Gen. Milley. but fortunately there are more good officers who are honorable.

I am so distraught hearing of this story.

There have been a couple of really big Navy ship repair scandals in the last several years, first the one in the Pacific ("Fat Leonard") and now this. When your primary focus is on big expensive weapons (as in the Air Force and the Navy) you tend to see big maintenance and procurement scandals, because that's where the money goes.
