It doesn't look like the Navy has a very good track record for military "justice". LOTS of CYA.

MCPO Roger Collins - Someone wasn't satisfied that they couldn't get their "pound-of-flesh" at a Court Marshal, so they have to try one more time to bust him and force him to retire at a lower pay-grade.

SGT Steve McFarland As a career sailor, I’m a strong believer in the Captain goes down with his ship. Meaning, he/she should always be responsible for their ship. The shared responsible aspect came about in private industry as a result of avoiding responsibility. It has now bled over to the military.
