The "rule" I assume you are speaking of is the Constitution, but it does not apply in this case. Most state governors (46) have the authority to fill a vacancy with no restrictions.

MSG Stan Hutchison - One of thelargest states in the US and he couldn't pick a resident of his own state to represent the People of which she will be voting on behalf of...yep that makes sense.

Why the hell you that idiot pick someone who is not a resident of California. I guess California public officials are not there to represent those who live in the state but the agenda of the left.

It does not matter who Govenor Newsom picked, our right-wing brethren would find something to bitch about.

MSgt (Join to see) - Nonsense. Where did I say that? The Constitution refers to electing a Senator.
BTW, 46 states give their governors the authority to pick a replacement with no restrictions.

How do states fill vacancies in the U.S. Senate? It depends on the state
In the event that a Senate seat becomes vacant, governors in 46 states have the power to appoint a temporary replacement.
