You mean their overbuilding of real estate housing? There are a lot of excesses in China because they do not have the laws we do and they are Centrally Planned. For example in another video it says there is almost no traffic enforcement outside of automated speed cameras and red light runner cameras...........so the drivers there generally follow the speed limit and stop at read lights but they will run over anyone in a pedestrian crossing, switch lanes without using their flasher, tailgate, use their horns prolifically, etc.
