Guatemala is a case study in a corrupt / failed state. I remember they got either an IMF loan to build or rebuild their National railway system. They did a good job doing that and just a few years later they tore up all the track and sold it and the railway equipment for scrap. Now they have the debt for the railway system but no railway system. Really dumb move but if your strapped for cash and corrupt.....this is what happens.
She is correct about Venezeula's attempt to spread Socialism using Oil Money. They had some success and it was sad to see the countries that blindly went along with this. Nicaraqua and restoration of the Sandinista regime was done with Oil money from Venezuela. I am not sure if they did anything with Guatemala becuase generally Guatemala is thought of a basket case even by Socialist Venezuelans. I think they tried El Salvador but not sure. Only know they succeeded with Nicaraqua.
