Saw this first thing this morning. Checked the other news sites, and sure enough: the Senate Healthcare Reform Bill collapsed when two more Senators came out against it.
It's become a pattern - Fox News lead story on Clinton = bad news for the administration.

I got curious about the 2010 Russian sanctions, and did a search. Found this instead:

Might be that Clinton was focused on getting the Russian vote in the Security Council. (Obama approved new US sanctions in July, btw).
I'll keep looking for the Russian sanction bill, just in case.
