Homeland Security plans inert chemical tests near Kansas border

This is a little to close to home for me to be comfortable about this. They haven't really answered all of the questions people have about this. Officials plan to execute a “low level outdoor release” of inert chemical and biological stimulant materials. Anyone have any idea exactly what that might mean?
