I think we are using the wrong measurement to determine the effectiveness of the SHARP program. We should have two measures: getting appropriate treatment for the victim, CORRECTLY prosecuting perpetrators of non-violent rape crimes, and CORRECTLY prosecuting perpetrators of violent rape crimes . We've become so obsessed with trying to punish the bad guys that we are on a witch hunt. If we assume normal distribution for sexual assault reporting--wherein the average is a substantiated sexual assault claim--then we can say that false claims must exist, but so must aggravated rape claims. We are so concerned with getting convictions that we forget that Justice = getting the actual perpetrator, if one exists--this means prosecuting false allegations as well. The goal for any program must be to get it right, and not get more convictions.

Lt COL Yager wrote a really good paper on this. I agree with most of his recommendations for changing the program especially recommendation 4: "Separate treatment policy from justice policy."

well ... I will be a bit unpopular here ... properly will get a few down votes from this. Here I go:

Yes, there are legit sexual assaults, and they are bad. but don't forget the line for sexual assault had also blurred out a lot now. Everything from a drinks to regret to spend a night with whoever, can result in a charge of sexual assault too. It is a rule of thumb for me to not even hang out alone with anyone on liberty. Just to be on the safe side.

PO3 Hy Thong. The blurred line that you speak of unfortunately is a real one. The minute you add alcohol or drugs into any situation changes all of the rules. Have there been some that have been wrongly accused, sure. But the big thing is making sure that you both have the same understanding as to what will happen. I applaud you that when you take liberty, you go with others. But, unless they are their during every minute, that line is still blurred. He said, she said happens all of the time. Sexual Assault on any individual should never be accepted.
