That's bad...But I'd love to ask the Liberals that are all in favor of stricter gun laws...How's this working for ya? Would you go walking around Chicago at night? Strictest Gun laws around with even more murders than last year if that's possible. More proof the liberal gun restrictions don't work...Some one needs to send this to President Obama and lets see his excuses for this.

I can't speak for any other city, but in the 80's and 90's when the cops were out of the cars and actually "walking the beat", they got to know who was who and who did what. In doing so, you allow the community to interact with you personally, and as you learn them, they learn about you too. It would surprise many that even those in the ghettos share many of the same values that those in the suburbs and higher income areas do. Community policing is a "fad" word that should be used more often in practical application. But another thing that was happening back then was the police actually lived in some of the areas, so there was a presence there. If the community believes you're there for them, they'll be there for you. Not sure if anyone has seen "End of Watch" but there is a scene where a banger talks smack to the cops. He stops gets out, and he takes off his badge and gun. Both fight until the cop finally wins. Now that might not seem "real", but if you look at it closely, the cop earned the respect of the banger. And didn't have any problems from him after that. Now you'll hardly see a cop out of the car. There have been notable instances like the female cop who had the dance off with a kid in DC. Or the Prince Georges County cops in MD who formed a Go Go band, who played in uniform, and were REAL good. I think we need to get the cops out of the cars again, and back on the beats.

Very insightful. The human relationship element of policing has been lost. Once fear takes over, we lose.

SSG Warren Swan I will say its not always a fair system. But it did have an effect because people never knew when they would get stopped. I have to admit for one I would not like being profiled like that, but then I wouldn't want to live in that area either, But understand for some its no choice.

PO2 Mark Saffell - It's not a knock on you personally, it was an unfair system he put in place and had the nerve to try and justify. He even would use data claiming it was NYC when it was actually just a couple of the boroughs worth of data. The only thing I think Giuliani got right was cleaning out the porn from downtown. I don't mid porn, but that was ridiculous walking downtown.

SSG Warren Swan I do know that the tougher gun laws will have no effect or may even cause more harm because it takes honest peoples ability to defend themselves. Chicago is Bad Not sure how you fix it, because it has gotten so bad it wont be fixed easily. It will take harsh hard matters to fix. Laws that double jail time when a gun is used in any crime would starts...

PO2 Mark Saffell - I'm not even sure if that will do it. You make the laws stricter, and the honest man is the one who pays, you make the judicial system tougher, it's STILL the honest man who pays. I'd be interested in a system that doesn't "game" the community by making laws tougher for the for profit prison system, yet allows for effective policing. You never hear the for profit prison system complaining about missing quotas, but they are a rather large force in the lobbying world.
