The two things the author of this article got right was that this type of legislation keeps future executives from taking similar actions and that the existing legislation was a back door attempt at over regulating mining operations. This wasn't about protecting the environment, look at Flint, Michigan. Where were these caring people then. Obama was supported by the clean energy money. That is all this added up to. If you live in the region that depends on coal, you still fight for clean water, but coal is our economy. Until you've seen a region lose their economy I could care less about your opinion of something you are too self righteous to understand.

What most people do not understand is most of the new regulations over the last 8 years did not come from Congress but thru the executive branch. If you learn how the EPA was formed and where it got its authority, go back to the mid 60's, it was thru congressional ACTS not the executive branch. Obama started pushing down unrealistic rules thru the EPA that were not authorized by congressional act. Most were aimed at making coal mining so expensive that it would not be worth it and close down mines. Most states have their own versions of the EPA, that is who we work with on a day to day basis. They enforce Congressional ACTs and a state can even make the requirement tougher(like California).

SSG (Join to see) - I'm not sure what the executive branch has been doing is so difficult to understand. It's not about education or understanding, but about seeing what people want to see. Obama's EPA has destroyed the economy where I live.

That was his intent, by using his powers and giving the EPA more power than Congress ever intended, he aimed to wreck coal completely. They surface mine in my area, and the State of Kentucky has a department that only handles surface mines and they in general do a good job. But Obama wanted to end coal, and started enacting these unrealistic rules.

this was an act that was started to keep the Snowflakes and buttercups from the Eco and Enviro Nazis happy... and in Most cases the debris was not harmful it was Nothing more Than Overburden...
and for those Not from Kentucky Ohio Pennsylvania and West Virginia them means "Rocks and dirt " on top of or in front of the Coal seams or beds...
In Most cases the materials were used to Cover and create Flat Level land and make More farm Land... But what do i know Just watched The Democrats under Peanut Carter Ham String the Coal Industry that caused the recession of 1979-1982 and Bill Clinton continue it with all the Power given to the EPA and BHO go Insane with the "Eco and Enviro Nazis" and their regulations...
Any one tried to save " Rainwater" for watering the Flowers and Gardens lately... or Dam Up a stream on you own property lately... Don't the EPA will be out with a Platoon of armed Government Thugs to tell you why you don't have the "Right" so save the water...

Here is my question how are you going to go green in some area's, there is not enough sunlight or wind to accomplish that. Currently the technology is not able to provide this entire country power using your green methods and note those Green methods are not so green when it comes to manufacturing etc. Until technology catches up coal is in our future, and no offense look at a coal plant, what you see coming out of a properly functioning coal fired utility is steam.
