That's simple. You get one Left-wing Maroon to say it during a Presidential Campaign, get the MSM to show the comment 24/7/365 for 5 years, then allow Lefty members of Congress to get away with it on the floor of the House & Senate, and have Left-wing Celebrities, Late Show hosts, Sports stars, etc., get in on the fun, and half the Country thinks it's true. Easy-peasy.

Not sure if Saul Alinsky said this in his talking points on changing a republic/democracy to communism or borrowed it. If your repeat a lie long enough and frequently, eventually the masses will believe it to be true.
