I'm not sure I understand what the issue is here. If the deceased has been dismembered or is otherwise not wholly recovered ... and the missing body parts subsequently turn up ... it seems reasonable to me that the family should have the option to take possession of them or have them respectfully disposed of by the military. As to viewing, the family can view as much as they wish once the casualty reaches the mortuary or funeral home the family chooses. I've never heard of a viewing at Dover.
