Yeah most definite. First off, most Puerto Rican's are multi-racial. And like a buddy of mine from the Bronx says: "even white Puerto Rican's are black". We know POTUS history in NYC (and everywhere else) with Puerto Ricans and African Americans. Second, Puerto Ricans in the island don't vote for POTUS so they 'can't hurt him' with votes or no-votes. Third, Puerto Rico's debt is more important to POTUS than the welfare of Spanish-speaking multiracial "territory" citizens. This might strike a nerve on the Trump police but it's the damn truth.

Interesting but unsurprising since it is AP, that the leadoff in an article about Puerto Rico as affected by Hurricane Maria is focusing on expatriates Capt Dwayne Conyers.
As a trained and experience ORSA I am well experienced with the design of good polls and bad polls.
Informed USA citizens know that Puerto Rico has been a US territory since the Spanish American War. many of those "educated" in the past 20 years are clueless about much of history in the western hemisphere.
