I read this report and really can't understand how it was such a big deal. According to the individual, it was a US government owned phone, taken by a law enforcement member of the US government. Devices are inspected for a multitude of reasons. If the Border Patrol was looking to extract information, at best they would have captured PII and FOUO, which they too have to protect. He wasn't carrying classified (i.e. need to know) information here.
Had this been his personal phone, the report might have some clout.
