I feel this is two-fold. On one hand, the ability to report without fear of reprisal has been increased, but, on the other hand, if two adults are involved, it should be equally punishable. I know the view is the senior person is more responsible, but I've seen it go both ways. Some people are more attracted to power, and try to use it for personal gains.

The penalties should be more harsh than just losing a star or being forced to retire, and the junior person should have just as much to lose.

Sounds as if there is a 113% increase of Whiny Ass Syndrome. But, they can't find the serious offenders if we don't report them all. Using the system to pay for personal travel expenses is about as bad as it gets, for most of our leaders, considering how comfortably they are living with their substantial pay. I can't begrudge somebody for having a sex drive, though. When I was leadership and getting hit on by a subordinate, I'd ask if it is worth being ineligible for special consideration and advancement opportunity. Can't promote or reward for hard work because people would think it was because of "romance". That, usually, discourages them from future propositions. Or, just do it and put in for a transfer. And continue to do it until shipping out, lol.
