IG: Personal misconduct by senior military leaders spiked 13 percent

WASHINGTON — The number of personal misconduct complaints involving senior military leaders spiked 13 percent over the past three years, the Pentagon’s inspector general reported Tuesday, citing the issue as one of the top management concerns currently facing the military.
“Despite the proactive initiatives by DoD leaders and service [inspector generals], the DoD continues be confronted with high-profile misconduct cases,” the Department of Defense inspector general reported in “Top DoD Management Challenges – Fiscal year 2018.” The inspector general produces the annual report as a planning tool for the coming year’s work, identifying the department’s high-risk areas.
The inspector general reported that from fiscal 2015 to fiscal 2017, the number of allegations against senior military leaders jumped from 710 to 803 complaints.
“The most common allegations involved personal misconduct including improper relationships, improper personnel actions, misuse of government resources, and travel violations,” the inspector general said. “In the category of personal misconduct, there has been a steady trend in substantiated allegations of improper relationships and sexual misconduct.”

I feel this is two-fold. On one hand, the ability to report without fear of reprisal has been increased, but, on the other hand, if two adults are involved, it should be equally punishable. I know the view is the senior person is more responsible, but I've seen it go both ways. Some people are more attracted to power, and try to use it for personal gains.
The penalties should be more harsh than just losing a star or being forced to retire, and the junior person should have just as much to lose.

Sounds as if there is a 113% increase of Whiny Ass Syndrome. But, they can't find the serious offenders if we don't report them all. Using the system to pay for personal travel expenses is about as bad as it gets, for most of our leaders, considering how comfortably they are living with their substantial pay. I can't begrudge somebody for having a sex drive, though. When I was leadership and getting hit on by a subordinate, I'd ask if it is worth being ineligible for special consideration and advancement opportunity. Can't promote or reward for hard work because people would think it was because of "romance". That, usually, discourages them from future propositions. Or, just do it and put in for a transfer. And continue to do it until shipping out, lol.
