I feel like we are making this up as we go, which is unfortunate as you have two modern templates to use that would likely reduce the need for the courts to rule on many of these matters.
But I guess that when you are on a quest, you can't let procedure or due process get in the way.

1SG (Join to see) The prior models don't work in this case. They were both based on an independent private investigation, which both parties have since rejected.

To be clear most of the court cases and rulings around this to date have not been based off of some case of first impression due to some unusual action by Congress. They have been cases on areas of settled law where the White House has made up some new argument to get around Congressional oversight. For example, the concept of absolute immunity in reference to Congressional inquiries. This is an area of long settled law, the POTUS just doesn't want to comply with the law and is delaying even though it is certain the cases will eventually fail.
